Researcher Kaixing Huang and collaborators published a paper in the Journal of Environmental Economics and Management (JEEM), analyzing the advantages of mixed grassland use rights.

Recently, Researcher Kaixing Huang, as the corresponding author, along with collaborators, published a paper in the top environmental economics journal, Journal of Environmental Economics and Management. His collaborators include Professor Liu Min from Lanzhou University and Associate Professor Liu Pengfei from the University of Rhode Island. The study found that, after the reform of grassland use rights, a mixed property rights structure—where private property rights (referred to as "use rights" in this paper) coexist with public ownership—performs better in grassland conservation than purely private or public ownership. China's grassland privatization reform gradually replaced public ownership and resulted in an average grassland quality improvement of 5.4%. Compared to privately owned grasslands without access to public grasslands, those with additional public grassland use rights experienced a quality improvement twice as large. Moreover, the quality of public grasslands did not deteriorate. Additionally, the study found that a well-structured mixed ownership arrangement can harness the positive effects of grassland privatization while mitigating the negative impacts of natural disasters. The findings offer important policy insights for grassland property rights and sustainable grassland management in the face of frequent climate disasters.
